How many commissioners does it take to screw-up an appointment process?

If you are old enough and not infected by political correctness, you probably recognize the title as the set-up for a Polish joke.

At the heart of the current Knoxville News-Sentinel lawsuit is the question of how many talking commissioners does it take to constitute a violation of the Sunshine Law. If nothing else good comes out of this falderal, that question is probably worth answering, or else we will see an endless parade of press releases whenever two commissioners decide to exchange phone calls!
